CaliforniaEducationCodefoundatSections67380etseq.–thestudentsafetyprovisions.All

Californiahighereducationalinstitutionsaremandatedtocollectre portsofincidentsand

arrestsforPartIcrimesofwillfulhomicide,rape,robbery,andaggravatedassaultaswellas

crimesoccurringoncampusthatinvolveviolence,hateviolence,theft,destructionofproperty,

illegaldrugs,andalcoholintoxicationcommittedoncampusthepreviouscalendaryear.This

reportdoesnotmeettherequirementsoftheAnnualSecurityReport(ASR)requiredunderthe

JeanneCleryDisclosureofCampusSecuri tyPolicyandCampusCrimeStatisticsAct(theClery

Act)butisaseparatereporttofulfilltherequirementsoftheCalifornialaw.

TheUniversityofthePacific,SacramentoCampusoperatesundera“Memorandumof

Understanding”(“MOU”)withtheCityofSacramento,whichdefinestheauthorityand

jurisdictionofallpublicsafetyofficersoftheUniversityofthePacific,Sacrame ntoCampus

DepartmentofPublicSafety.Publicsafetyofficersarenotsworn.Theyhavefullpolicepowers

ofarrestthroughCaliforniaPenalCodesection830.7(b),PenalCode836,andtheMOUwith

theSacramentoPoliceDepartment.Allpublicsafetyofficershavetheauthoritytocarry

weaponswhileonduty.Additionally,allofficersarerequiredtomaintainthecurrentCalifornia



DepartmentofConsumerAffairs,BureauofSecurityandInvestigativeServices(BSIS)Guard

permit,firearmsopencarrypermit,chemicalagentspermit,andbatonpermit.Officershave

completedeitherthePOSTbasicpeaceofficertrainingacademy,reserveofficerlevelmodules,

orcompletedaminimumPC832PowersofArresttraining.



TheprimaryresponsibilityoftheUniversityofthePacific,SacramentoCampusDepartmentof

PublicSafetyistheprotectionoftheSacramentocampuscommunity.ThecurrentMOU

identifiestheUniversityofthePacific’s Sacramentocampus'sju risdictionandcampusperimeter 

as:SacramentoCampusproperty,includingland,structures,streets,roadways,andparking

lots.TheSacramentocampusisborderedontheEastsidebyMcClatchyParkand33rdStreet

fromFifthAvenuetoMontgomeryWay.TheSouthborderisMontgomeryWayfrom33rd

Streetto32ndStreet.TheWestborderisthefreewaywallfromMontgomeryWaytoFifth

Avenue.TheNorthernboundaryspansthreeblocksfromthefreewayEastto35thStreet.The

boundaryincludesthealleyJustNorthofFifthAvenuefrom32ndStreetto33rdStreetandthe

alleyNorthofMarshallWayfrom33rdStreetto34thStreet.TheSacramen to campusalso

includestheuniversitybuildingandadjoiningparkinglotonFifthAvenuebetween34thStreet

and35thStreet.



ThroughtheMOUwiththeSacramentoPoliceDepartment,felonyandidentified

misdemeanorcrimes(suchasmisdemeanorsexualcrimes)thatoccurwithintheidentified

campusboundaryareinvestigatedbytheSacramentoPoliceDepartment.TheSacramento

PoliceDepartmentprovides911dispatchservicesfortheDepartmentofPublicSafetythrough

ourpatrolradios.



TheUniversityofthePacific,SacramentoCampusisaprivateinstitutionofhigher

ducation.

Sacramentocampusisopentostudents,parents,employees,contractors,guests,and

invitees.TheUniversityreservestherighttorevokeindividualsdeterminedtobeathreatto

thesafetyoforadisruptiontothecampuscommunity.Universitybuildingshaveaseparate

officeandbuildingaccesshours.Themajorityofofficehoursarefrom8:00a.m.‐5:00p.m.,

provided.Eveningandweekendaccessisgenerallylimitedtoscheduledfacilityevents.Library

identificationofanyindividualoncampus.Individualswhodonothavealegitimatepurpose

forbeingoncampuscanbeaskedtoleave,andiftheydonotcooperate,maybeissueda

criminaltrespasscitation.





Residentialhallsaresecured24hoursadayandareaccessibleonlythroughaccesscards

issuedtoindividualresidentstudents.Allotherfacilitieswillbelockedwheneverpossible,

dependingonuseandscheduling.



TheUniversityofthePacificCommunitystrivesforasafeandsecurecampusinouracademic

buildingsandresidencehalls.Wecanonlydothiswiththehelpandcooperationofallfaculty,

completedtherequisitetrainingandcertificationrequiredforlicensure.PublicSafetyOfficers

TheSanFranciscocampuscontinuallyseekstoimprovethesafetyofthecampus.ThePublic

SafetyAdvisoryCommitteecontinually evaluatesthecampus'ssecurityneedsandidentifies

resourcestoresolveandsecurityconcerns.Overthepast18months,theUniversityhas

completedthefollowingtoincreasesecurityoncampus:

 ContinuetopartnerwithOfficeofStudentServicestopresentinpersoncampussafety

presentationsandguestspeakersforthecampuscommunity.

 HostedaCampusCommunityDayeventwith12withlocalandregionalservice

providers.

 Collaboratedwithon‐sitemedicalresponsepersonneltoupgradeequipmentand

responseprotocolsformedicalemergenciesthatincludedthetrainingofstudent

doctorsandtheirinclusionintheresponseprotocols(continual).

 Continuallyprovidescampussafetyorientationtoincomingclassesandnewemployees.

 AllDPSpatrolofficersregisteredwithFEMAandwillparticipateineducationand

surroundstheUniversitycampus.PursuanttoPenalCodesection830.1(a)(2),allUniversityof

thePacificDepartmentofPublicSafetyofficershavetheauthoritytopatrolandmakearrests

bothoncampusandwithinthisadditionaljurisdictionalarea.Inaddition,Universitypeace

officershavetheauthorityunderCaliforniaPenalCodesection830.1(a)(3)topursueand/or

apprehendsuspectsoutsideofthesedesignatedareaswhenthereisprobablecausetobelieve

apublicoffensehasbeencommittedintheofficer’spresenceandthereisanimmediate

dangertopersonorpropertyortheriskthattheperpetratorwillescape.PublicSafetywill

respondtoallemergencycallsonornearthecampus.Thosecallsthataredeterminedtoneed

extensiveinvestigations(ie:homicides,sexualassaults,fatalaccidents)wil lbehandledby

StocktonPoliceDepartmentinvestigators.
