Californiahighereducationalinstitutionsaremandatedtocollectre portsofincidentsand
arrestsforPartIcrimesofwillfulhomicide,rape,robbery,andaggravatedassaultaswellas
crimesoccurringoncampusthatinvolveviolence,hateviolence,theft,destructionofproperty,
illegaldrugs,andalcoholintoxicationcommittedoncampusthepreviouscalendaryear.This
reportdoesnotmeettherequirementsoftheAnnualSecurityReport(ASR)requiredunderthe
JeanneCleryDisclosureofCampusSecuri tyPolicyandCampusCrimeStatisticsAct(theClery
Act)butisaseparatereporttofulfilltherequirementsoftheCalifornialaw.

TheUniversityofthePacific,SacramentoCampusoperatesundera“Memorandumof
Understanding”(“MOU”)withtheCityofSacramento,whichdefinestheauthorityand
jurisdictionofallpublicsafetyofficersoftheUniversityofthePacific,Sacrame ntoCampus
DepartmentofPublicSafety.Publicsafetyofficersarenotsworn.Theyhavefullpolicepowers
ofarrestthroughCaliforniaPenalCodesection830.7(b),PenalCode836,andtheMOUwith
theSacramentoPoliceDepartment.Allpublicsafetyofficershavetheauthoritytocarry
weaponswhileonduty.Additionally,allofficersarerequiredtomaintainthecurrentCalifornia


permit,firearmsopencarrypermit,chemicalagentspermit,andbatonpermit.Officershave

TheprimaryresponsibilityoftheUniversityofthePacific,SacramentoCampusDepartmentof
PublicSafetyistheprotectionoftheSacramentocampuscommunity.ThecurrentMOU
identifiestheUniversityofthePacific’s Sacramentocampus'sju risdictionandcampusperimeter
as:SacramentoCampusproperty,includingland,structures,streets,roadways,andparking
lots.TheSacramentocampusisborderedontheEastsidebyMcClatchyParkand33rdStreet
fromFifthAvenuetoMontgomeryWay.TheSouthborderisMontgomeryWayfrom33rd
Streetto32ndStreet.TheWestborderisthefreewaywallfromMontgomeryWaytoFifth
Avenue.TheNorthernboundaryspansthreeblocksfromthefreewayEastto35thStreet.The
boundaryincludesthealleyJustNorthofFifthAvenuefrom32ndStreetto33rdStreetandthe
alleyNorthofMarshallWayfrom33rdStreetto34thStreet.TheSacramen to campusalso
includestheuniversitybuildingandadjoiningparkinglotonFifthAvenuebetween34thStreet
and35thStreet.
ThroughtheMOUwiththeSacramentoPoliceDepartment,felonyandidentified
misdemeanorcrimes(suchasmisdemeanorsexualcrimes)thatoccurwithintheidentified
campusboundaryareinvestigatedbytheSacramentoPoliceDepartment.TheSacramento
PoliceDepartmentprovides911dispatchservicesfortheDepartmentofPublicSafetythrough
ourpatrolradios.

SafetyAdvisoryCommitteecontinually evaluatesthecampus'ssecurityneedsandidentifies
resourcestoresolveandsecurityconcerns.Overthepast18months,theUniversityhas
completedthefollowingtoincreasesecurityoncampus:

presentationsandguestspeakersforthecampuscommunity.
HostedaCampusCommunityDayeventwith12withlocalandregionalservice

apprehendsuspectsoutsideofthesedesignatedareaswhenthereisprobablecausetobelieve
apublicoffensehasbeencommittedintheofficer’spresenceandthereisanimmediate
