time during the current academic year. This is to include 5
th
year student-athletes, academically in-
eligible student-athletes, and student-athletes out due to injury or illness. This testing policy will
also extend to any student acting as a manager for any varsity sport at Iona College.
TESTING SELECTION
All teams will be selected at random by the Drug Free Sport. Once teams have been selected, the
Director of Athletics will notify the Coordinator of Compliance and the Head Athletic Trainer of the
teams to be tested. The Head Athletic Trainer will contact Drug Free Sport (the administrators of
the drug test) to coordinate a testing date and time. Once a date and time has been chosen, the
Coordinator of Compliance will e-mail the selected team’s rosters to Drug Free Sport. Drug Free
Sport will randomly select the student-athletes to be tested and will supply to the Coordinator of
Compliance the selected student-athletes by e-mail. The Coordinator of Compliance will notify the
selected student-athlete(s). The selected student-athlete(s) will report to the office of the Coordina-
tor of Compliance to complete the Drug Testing Notification Form.
Any student-athlete who fails to appear for his/her scheduled test will be considered in violation of
the drug testing policy, and will be subject to sanctions as described in the following section. If a
student-athlete fails to appear for a test and has had prior discipline related to a drug violation, the
failure to appear will be treated as a failed test, and the student-athlete will be subject to second or
third-time positive test sanctions.
REASONABLE SUSPICION
A student-athlete may be subject to testing at any time when the Director of Athletics or his/her de-
signee determines there is individualized reasonable suspicion to believe the participant is using a
prohibited drug. Such reasonable suspicion may be based on objective information as determined
by the Director of Athletics, or by an associate/assistant Director of Athletics, head coach, assistant
coach, head athletic trainer, assistant athletic trainer, or team physician, and deemed reliable by
the Director of Athletics or his/her designee. Reasonable suspicion may include, without limitation:
1) Observed possession or use of substances appearing to be prohibited drugs, 2) Arrest or con-
viction for a criminal offense related to the possession or transfer of prohibited drugs or sub-
stances, or 3) Observed abnormal appearance, conduct, or behavior reasonably interpretable as
being caused by the use of prohibited drugs or substances. Among the indicators which may be
used in evaluating a student-athlete’s abnormal appearance, conduct, or performance, are: class
attendance, significant GPA changes, athletic practice attendance, increased injury rate or illness,
physical appearance changes, academic/athletic motivational level, emotional condition, mood
changes, and legal involvement. If suspected, the Director of Athletics or his/her designee will no-
tify the student-athlete, and the student-athlete must stay with a member of their coaching staff, the
athletics administration staff, or the sports medicine staff, until an adequate specimen is produced.
Note: the possession and or use of illegal substances may be determined by means other than uri-
nalysis. When an individual is found to be in possession and/or using such substances, he/she will
be subject to the same procedures that will be followed in the case of a positive urinalysis.
SELF DISCLOSURE/SAFE HARBOR PROGRAM
Student-Athletes will have one opportunity during their athletic career at Iona College to voluntarily
self-identify themselves as having a problem with substance abuse or illegal drug use, before being
selected for testing, without administrative sanctions being imposed. A student- athlete who wants
to voluntarily self-identify themselves for evaluation and/or counseling can do so by approaching a
coach, athletic trainer, administrator, physician, or counselor. A student-athlete must initiate this
“safe harbor” program before being selected for a drug test.
