M.HandcusandRestraints
1. Allprisonersshallbehandcuedpriortotransport,withtheirhandsbe-
hindtheirbacks,unlessthereisjusticationtodootherwise.Handcus
shallbegappedanddouble-lockedassoonasreasonablypossible.
2. Ifthereisreasontobelievethathandcungtheprisonerbehindtheback
islikelytoaggravateacurrentinjuryorcauseunnecessaryinjurydue
totheprisoner’sphysicalcondition,othermethodsofrestraintshould
beused,forexample,handcunginfrontandinconjunctionwiththe
appropriatelegrestraints,includingthehobblestrap.
3. Inordertopreventinjuriestoocers,prisoners,andothers,itmaybe
necessarytofurtherrestrainviolentorcombativeindividualsbytheuse
oflegrestraints.
4. No prisoner shall be restrained or held in a manner which prevents
straighteningtheabdomenorinamannerwhichforcestheprisonerto
remaininaface-downposition.
5. Themethodofrestraintcommonlyknownas“hog-tying”isprohibited.
6. Ocersshall monitor prisoners forsymptoms of illness oroverdose,
includingsuddeninactivity,laboredbreathing,profusesweating,pallid
skin,racingpulse,andseizures,andshallimmediatelyobtainmedical
assistancewhenobservingsuchsymptoms.
N. Sick/InjuredPrisoners
1. Ocersshallnotifyasupervisorwhenaprisonerhassustainedarecent
injuryorisbeingadmittedintoamedicalfacility.
2. OcersshallnoteallinjuriestoprisonersontheArrestInformationform.
3. Ocerswithaprisonerneedingmedicalattentionshould:
a. Releasetheprisoneronasummonsifthecriteriaestablishedinthe
“SummonsandMisdemeanorCitations”directivearemet.
b. CompleteaPrisonerHospitalTransportReportandattachittotheAr-
restInformationform.Providethereportnumbertohospitalpersonnel.
c. Makecontactwithmedicalpersonnelandadvisethattheprisonermay
beinneedofmedicalattention,buttheyarenolongerincustody.

1. IDUnitpersonnelshallprocesspersonswhoareunderarrestandper-
